4511 Captive Portal

Anyone have experience or documentation for setting up a captive portal with the 4511's? I have never done it and wanted to get some documentation.

Altitude 4610 LEDs both solid.

I have an Altitude 4610 AP that is not adopting and when I plug it in both LEDs stay solid. What does this mean? The installation manual does not mention both LEDs on solid. Thanks for any help.
