Hello Adeeb,
Please find herein a link to creating association ACLs:
GUI: https://extremeportal.force.com/ExtrArticleDetail?an=000081472
CLI: https://extremeportal.force.com/ExtrArticleDetail?an=000080766
You can block complete OUIs using the above method.
Is this what you are looking for?

Hello Adeeb,
The "allow all" rule should always be at the end of the ACL so the rule with the 00-00-00-00-00-00 FF-FF-FF-FF-FF-FF MAC address should be the last in the ACL. Change the precedence for this rule to 500 and test. Don't forget to map the association ACL to the WLAN.
Thank you,
Chris
