I use controller RFS4000 and 10 AP 7161 and 6 AP 7562. When I turn on Smart RF it seems Wifi Network is worse.
Should I manually set transmit power for each AP?

As per the output, only few 5GHz radios are offline, most are ON and have DFS channel assigned to them. So, if you are not using them just disable them in the AP profile to keep things simple. Afterwards, please send following command outputs. Let’s take a look at some configuration and what the APs are seeing.
VX9000-Primary~# enable
VX9000-Primary~#show running-config rf-domain <rf-domain-name>
VX9000-Primary~#show running-config smart-rf-policy <policy name>
VX9000-Primary~#show wireless radio on <rf-domain-name>
VX9000-Primary~#show smart-rf channel-distribution on <rf-domain-name>
VX9000-Primary~#show smart-rf interfering-ap on <rf-domain-name>
VX9000-Primary~# show smart-rf radio neighbors on <rf-domain-name>
VX9000-Primary~# show smart-rf history on <rf-domain-name>

Tuan, what do you mean by “worse”?
You say that when you “turned on Smart RF” that the WiFi Network got worse. How so? What are you seeing that tells you it got worse?
Before you enabled Smart RF, had you gone through and statically assigned channel and power settings to all of the APs?

I see some DFS channels assigned to you your APs which will trigger Radar hits and APs will have to back off for certain period of time as per the DFS regulation, which will impact the client connectivity. Use following command to check if your APs got Radar hits:
VX9000-Primary~#service show wireless radar-status on ?
DEVICE-NAME AP/Controller name
If you see Radar alarms, then you need to change the channel setting in the Smart RF policy and only use non-DFS channels. I am not sure where are you based out of but the suggested channel list for the US country code with DFS (UNII2) channels excluded is 36,40,44,48, 149,153,157,161,165.
