I have a managed 4 Port-Noname-Switch attached at a switch G3G124-24 at port ge.1.4. The managed 4-Port-Switch is manageable and has its own IP-Address and should be reachable via VLAN ID 400 but tagged.
I have checked time and timezone settings many times.

I would suggest to update the firmware at the new module first (but in most cases the other fabric moduls will do this, too).

that's sounds strange:
You can send and receive files from a windows tftp client to/from the Linux server
You can send and receive files from the switch to/from the Windows server
but You cannot send/receive files to/from the Linux server ...
your output from your first picture shows two process that are running on the tftp-ports (PID 3485 and 4146). Pls reboot the system an check if this is still so.
