cluster config update rejected

Hello I have a cluster with 2 rfs 6000. Since yesterday, this event appears: Err: cluster config update rejected - master does not accept full config. And any configuration made in the active rfs is not replicated in the standby rfs

I connected the AP 7522E 11 numbers. one AP act as a VC. Now that VC going to down, remaining it will be Work? AP firmware is 5.8.0.0-050R.

My New AP 7532 not booting

My new AP is not booting. default IP also not pining. If i connect the console, its showing blank black page only. In same time if i connect other AP means thats work fine.
