Inline Power state "Searching"

We have given below settings in an SSA with firmware Rev 08.31.01.0006 set port inlinepower admin off set port inlinepower admin auto. But connected device is not powered up. Inlinepower oper status remains searching. What could be the problem ?

Default vlan Logic

Lets say I have host which was connect to port 3 on vlan 10 then someone moved that cable and and connected to port 5 which is on default vlan 1 . query is would traffic still flow.
