Where can I download virtual EXOS?

Legacy POE and Exos16.1
I was trying to do some testing with legacy PoE and found I could not enable it on my switch running 16.1.1.4. I thought it might have been removed as an option but after looking at the release notes I found that it should be available. Any thoughts
