We saw something like this even in 8.2. Do you happen to have any group labels applied? Once we applied a group label, we were able to see the entirety of the list. In the rules, select any rule and click “apply group label”.
FYI, Those subnets are private, i.e. you cannot typically route them over the internet without tunneling.
