Wing 5.9.1.0-029R/RFS6000/AP7161 - WIPS detecting interferer AP but not identifying rogue APs

I have two environments with WIPS enabled on the RFDomain but they both cannot identify the APs as rogue. I have an environment that does, and I have been trying to compare them to see if it is a setting but not getting lucky.Any thoughts?
